Checking and Reporting your
Water Service Line Material

Fulton County is working to create a comprehensive inventory of water service line materials within our water service area, as required by the U.S. EPA. The inventory was initially published in October 2024. We are in the process of reducing the number of unknown service lines in our system and expect to make significant progress in the next year.

You can help yourself while also helping Fulton County by checking your service line material using the tools and guidance below. If you are unable to check your own water service line, you can sign a temporary right of entry (ROE) form for an opportunity to have Fulton County’s contractor check it.

Please note that Fulton County is only conducting material inspections at some properties, so signing this form does not guarantee an inspection. A Fulton County contractor will reach out to you directly if your address is selected for water service line material inspection.

How to Use the Lead Service Line Inventory Map

Look up your property information using the search box. The search box is shown in the circle in the image to the left.

Click on your address from the drop-down menu below the search box. Your map view will automatically pull to the address you selected and will show your address “dot”.

Once the map shows your address “dot”, the materials of your utility side (Fulton County owned) service line and private side (customer owned) service line will appear on the left side of your screen. The two sides of the service line may be different materials.

Can’t find your address? Please be sure you have entered it correctly in the search tool. If your address is not represented on the map or no instructions are provided, then our records indicate this address is not associated with a Fulton County Public Works account. If you are unsure who your water provider is, you can use our Water Service Lookup tool to find out if you are in our service area.

Use the map’s legend to identify your water service line materials. The color of the dot shows your utility service line material. The color of the left half of the dot shows the utility service line material, and the color of the right half shows your private service line material.

Next Steps:

If the right half of your dot is green, Fulton County has records showing that your material is non-lead. No further action is needed at this time.

If the right half of your “dot” is blue and your material is listed as “unknown,” Fulton County does NOT have records of your service line material. This means we need your help! Please click on the “Report your Service Line” button for instructions on how to self-report the material of your service line.

Please check your service line material or submit an ROE. Scroll to the next section to learn how to check your material or submit the ROE!

PLEASE NOTE: The first step to submit your service line results OR to fill out an ROE is to register for an account.  The purpose of this account is to keep your information secure when submitting your results or ROE.

How To Check and Report Your Own Service Line

1) Gather your tools. You will need one tool to scratch the service line (choose A, B, or C) and a magnet (D).

2) Find your water service line. The water service line will come through the wall or floor of your basement, crawl space, or lowest floor of your building or house. A small portion of the water service line is visible right where it comes into the building before it connects to the internal plumbing. The service line can be found following these tips:

  • Determine the side of the house or building closest to the water meter. The water meter is located underground outside your home or building inside a box. If you trace an invisible line from your meter box to your home, it will lead you to where your service line enters the building. The meter box has a cover that looks like one of these examples:

  • The water service line is the portion of the pipe upstream of the pressure reducing valve, shown circled in the image to the right.

3) Check your water service line material. Using the tools you gathered in step one:

  • Scratch the pipe with the key or coin to check the pipe’s color. (Note that Pipes may be dirty, oxidized, or painted. The scratch should show the “raw” material of the pipe where it comes through the wall or floor).

  • Hold the magnet to the pipe to see if it sticks.

  • Take one or more well-lit photos of the pipe, capturing the area you tested.

4) Compare the results of this check to the photos below:

Lead

Gray or silver. You MAY have a lead service line. Lead service lines need to be replaced. Please submit your photos using the Self-Reporting Form so a water professional can confirm.

Galvanized Steel

Gray or silver and magnetic. You MAY have a galvanized steel service line. Galvanized service lines need to be replaced under some circumstances. Please submit your photos using the Self-Reporting Form so a water professional can confirm.

Copper

Dull brown or greenish. You DO NOT have a lead service line.

No replacement is required.

Plastic Pipe (PVC or PEX)

Plastic pipes will be smooth and are usually red, blue, white, or black. You DO NOT have a lead service line.

No replacement is required.

5) Report your water service line material using the map. Please report your water service line material, even if it is non-lead! Click the blue “Report Your Service Line” button on the left-hand side of the map or use the link from the email you received when you registered for an account.

  • To learn how to register an account, review “How to Use This Map”.

  • Complete the survey and submit your photos, using the information you collected in step 3.

  • Please make sure your photos are clear and show the portion of the water service line where the test was completed.

  • A water professional will check the photos and confirm the water service line material. Once it is confirmed, the material will update on the inventory map.

How to Submit an Right of Entry (ROE)

The ROE will allow Fulton County’s contractors to access your property. Contractors will NOT need access to the inside of your property. The inspection should take about 30 minutes, and your water will not be shut off.

To learn more about what work will look like on your property, click HERE.

Not all properties that submit an ROE will be selected for an inspection. The selection process will take place in April and May 2026. If your property is selected, a contractor will leave a door hanger on your door with the date and time of the inspection. If you are not selected for an inspection, you can still check your own service line material following the process above!

1) Determine if you are able to sign the ROE. Only property owners can sign the ROE. If you are a tenant, please let your landlord or building owner know about this program. If you are the property owner, continue to step 2.

2) Click “Report Your Service Line” material box. Even if you do not want to check your own material, click this button to access the next step in the ROE process. Clicking this button will open a new window. Continue to step 3.

3) Submit your information. Click the blue “Report Your Service Line” button on the left-hand side of the map or use the link from the email you received when you registered for an account.

  • To learn how to register an account, review “How to Use This Map”.

  • Log in using your account information.

  • Once you log in, you will see options to report your own service line material or to complete a ROE.

4) To complete the ROE form, fill out your information, and then submit.

Thank you for identifying and reporting your service line material!
